A recent study found that on average broadband download speeds were only 57% of the advertised rate. So, if you're on an 8Mbit/s download you may only be getting 4.7Mbit/s. Different providers seem to be able to offer different speeds and you can check yours here for free.
You can read more about the report here along with seeing the differences between the major suppliers. While it admits there isn't much that the consumer can do about it, the Government is already committed to improving this figure through various programmes.
Just keep in mind that if you are considering swapping from one provider to another a) The rate you receive probably won't be as high as their "up to" advertised figure and b) It may not be any better than the broadband provider you are using at the moment.
